Umm... unless im mistaken, you do not get access to the Travel Boat until you reach the consulate docks mission.

It's a bug, my guild leader did this the other night. That's how people are getting to lvl 20 without a secondary profession.

You don't have to go to the temple of balthazar either.

So why hasn't it been fixed? Why fix it?
What harm does it cause?
You could become level 20 without a secondary. That really only limits yourself or affects the way you respond to Fingers of Chaos as far as I know. Fingers can be circumvented by /Me, /A, /P, /D or /Rt so no new exploit there.
You can't use it to bypass requirements in the land in which you were born.
You could have access to elites that you couldn't get yet (from Factions or Tyria) but you can do that now through a combination of tomes and balth faction anyway.
So the question could be armor could be a problem. Higher level or max level armor very quickly. This problem already exists in ferries to the docs and existed long ago with the introduction of Factions (run to LA, quest, boom armor.)
There is really no reason to patch this up. But hell they could still wind up doing it. It isn't out of the ordinary for them to "fix" something harmless and ignore other issues. In any case, I suspect the reason that it still can be done is because they view it as a non-issue or it isn't high on a priority list, not because they aren't aware.
