I was planning to get a kurzick Sentinels armour.
Since it requires 13 str. for the +20 vs ele. I am using a Rune of Major Str.
I was a planning to apply the following runes as well. Need a little help and comments as I am basically a noob.
2 x Rune of Major Axe mastery
1 x Rune of Superior Vigor
I have other sets too. But basically this one is something like allround.
My stats for Axe Mastery is 10
Streength is also 10

Don't buy this set, the bonus is broken.
It's like wearing collector's armor.
Playing with 13 stength means no flexibility in your build, and is usually not damage efficient.

Yes, that means that only Nightfall Sentinel's actually gives you the bonus.

Is there anyway to confirm that the bonus is still broken. I mean it has been around 6 months I guess since Nightfall released and I guess that the creators would have notice this flaw. Someone plz.. tell me it has been fixed

Nope, not been fixed.
Take a set of Gladiator's and a set of inherent Sentinel's (one that is naturally Sentinel's without insignia that is), and fight the hydras outside of Augury Rock. They only do elemental damage.
I can guarantee that both sets will receive the same damage from the hydra's fireballs.
And what does that tell us?
It tells us that both sets have the same armour rating versus elemental damage.

Some figures so you know what to look for.
With no shield and no defense mod on your weapon, a non-critical hydra fireball will do 88 damage if you have 80 armour against elemental damage, and 62 if you have 100 armour against elemental.
