To the OP: even with the 12 hour delay thing, I can see this as just being abused by people who guild jump, grab the most expensive thing in the box, stick around if there's something else they might want in 12 hours, and then leave and do it again when the guild's dried up. If you have something you want to give away, just say in guild/alliance chat "Anyone want this?", it'll get picked up eventually (unless your guild is dead, in which case it's not likely that a storage box would help matters).

I can think of 2 solutions to this problem:
1) You can have a required amount of time spent in the guild , for example you would have to be a member for 1 month to gain access to give-away storage.
2) You could just make it illegal (EULA), include a log in the storage that says who took what items. So if you see someone that joined guild and left 2 mins after: /report
