Okay. I'll keep it quick and simple.
Instead of having ridiculously powerful enemies with powerful attacks, powerful skills, and ridiculous modifiers, why don't you let the enemies have a certain flavor to them that can be countered.
For example, a powerful mob like Shiroken could have an enchantment flavor. The mob would rely on enchantments, and therefore the players would have to take enchant removal, which cripples them but is necessary to combating them.
Or a knockdown flavor, as witnessed when fighting Wardens in Factions, or a condition flavor, hex flavor, (gasp) spike flavor, etc.
Imho wardens do it very well, even though anti-kd skills are rare. Once you get kded in a warden group, you have -5degen, and then the Mesmers mess with you as you try to get back to a better standard.

Btw, you can always put in a few anti-farming monsters. Just give one of the enemy sins expunge or something.
