We all know that people pay a huge amount 1000+ ectos for old unconditional weapons.
Yes they are "imbalanced" and all. But here is my concept.
Make it an extremely EXTREMELY rare find. Make it so it can only drop from say super hard areas in hard mode, or maybe add it to eye of the north as a super elite mission place to give original guild wars characters something to reach for (the unconditional max weapon of their choice).
Also, make it so if it is "inscribable" that you can not salvage it off and then add it to any weapon you want. But you could however replace it with another one if you were crazy enough to do that.
Basically you could make it the lowest drop rate possibility in the game and only available in the absolute elitest hard places ever (maybe even in hard mode).
So it could be "back in the game" but also not something where anyone could go farm and get 10 of them in a month. It could have such a rare drop (as well as odds of super high requirements and non max) That it wouldn't effect the game too much and be "the end all be all weapons saught after for pvp and pve". Since it would be so rare.
It would basically just give hard core pvers something to work for and attain for their collection once eye of the north and guild wars 2 comes out.
I know a lot of people will hate the idea of more "imbalanced weapons" becoming common. But I think the people who want to collect them and have those special customized items for their chars as something they worked hard for will love the idea.

Put it in the game, and people will find a way to farm it en masse. This is just the way of things. Every item that once was rare is now common, or at least a hell of a lot more common than it was before updates that made it easier to obtain (Dwarven Axes, Tribal Axes, Crystalline Swords, Colossal Scimitars, just to name a few of the most popular ones).
The remaining unconditional bonus damage weapons are extremely hard to come by (well, at least in theory, as most of them were in one place last I checked). Because of this, they are extremely expensive to obtain, and therefore don't circulate very much. They aren't a tangible threat to PvP balance, yet they provide a goal, however impossible to reach, for PvE players to strive for, if they so wish it. Adding more of these weapons would make no difference in PvE (other than greatly encouraging more farming, and therefore botting as well, but that's another story), but it could certainly stir up PvP in a not-so-friendly manner.
PvP is a rickety seesaw as it is, and I'd rather not see any more imbalanced factors thrown into the mix (at least, not for some time to come).

I understand that those things "were rare". But obviously items could be made even rarer then that. (no dropping out of hoh chests alone would probably get rid of most of those rare items) Also the implementation of hardmode made those skins available in more areas.
I understand that guild wars is all about balance. But in all honesty when 99.9% of people use weapons with +15%^50% does having a 15% damage even when under 50 cause that much more imbalance?
I believe it should be added to give pvers a sense of "I really want this one type of item with that rare unconditional mod" Therefor they would work for it and work long and hard. Just to achieve it and be able to show their hard work. It is basically why fow was implemented among other gold sinks, as a sense of accomplishment.
So why not add these with a very very rare chance (rarer then a perfect crystalline, ele sword, gloom shield -insert rare multi million ecto cost item here-all dropped at once from a lvl 1 aloe seed. Basically it wouldn't be a surprise to see maybe 1 drop in the entirety of a month out of the huge database of guild wars. (if everyone went to the elite area and farmed like crazy and also got crazy luck) Even though in reality it would probably take months unless you were extremely extremely lucky for the first one to be found after implemented.

No point you add it in PvE you have to add it into PvP so that PvE and PvP chars are balanced in PvP and there would be no point in taking any other dmg mod.

Being able to have 15% under 50% health or not while enchanted or whatever is not a game breaking attribute.
For pvers, it would give them something to try to achieve and hope for by adding to their collection.
Maybe it could be an idea for GW:EN then, a super hard quest or series of quests or elite area that could drop it (maybe they'd figure out how to keep the item pve only).

But a 15% always unconditional weapon would mess PvP up why would I want to take a +15%^50% when I could take +15% unconditional?
At it's current position there aren't enough unconditional weapons to make a difference or for people to care most people who own them have left the game and they are just sat in storage, they only came about because of a bug so they weren't intentional in the first place.

The only way to make something non-farmable is to make it both random and rare. If that's the case, then it's not even a function of difficulty or PvE skill, which is silly for something that would be so random.
