I think that only happens in Kaineng City in Factions. I've never heard it anywhere else, and I always play the game with headphones. I've not tried turning the music down, so maybe it's just very quiet in other areas, but since I can hear it clearly while playing Factions, it probably isn't there anywhere else.
Anyway, I think it could be a good idea if it was done well. I'm remembering the background noises in Baldur's Gate II, particularly the docks at night, which made the area just come alive.
On the other hand, it might be a bit weird to have sounds playing constantly anywhere other than Kaineng City. You can hear the background noise there because it's a huge city that takes up half the continent, but in a place like Lion's Arch, which is surrounded by jungle, it's perfectly reasonable to not hear any people around (at least some of the time. It certainly wouldn't make sense to hear people during one of the quiet times).
So yeah, if it was done well (such as add a cycle which reflects the peak times in the cities) it'd be a great addition to the game. However, I think if it was just a constant chatter, it would detract from the game. Also, it'd be incredibly creepy to be wandering around a town in the jungle and hear people talking that you cannot see.
