If I cast Ward Against foes, and then grasping earth, will foes being affected by both have a 75% reduction in speed?

yes, 75% looks to be about right, 50% from the ward and another 50% of the current max from the grasping, making 75% slower movement

Nope. You'll only get 50%. Just FYI, the cap on speed reduction is 50%. You'll need to hit them with a single source that's stronger than that to get any more slowdown.
