hero attribute points

so i just got nightfall and am working on lvling my heroes and was wondering, do they have all 200 attribute points as soon as they hit lvl 20 or do they need to do something extra like a quest or whatever to get them? thanks!

As soon as they hit lvl 20, they have all 200 attribute points.
