Found a gold item, what should I do with it?

It is a Voltaic Wand of Quickening.

11-21 dmg, halves recharge skill of spells 10%, energy +7 while hexed

What's the best way to get the most benefit from it? Should I salvage it, sell it, etc...is it something good enough that it would be worthwhile to try to sell it to another player?

I really know nothing about the economy in this game and how to get the most mileage out of items I find...like what should be sold to other players and what should be salvaged

It's non-max, so it's worthless. It's never worth bothering to sell something non-max, except in extremely rare cases. The mods aren't very desirable either.

The HSR is semi-desirable but it's not worth your time.
Merchant should give you ~200g

This is basically a price check - and this is the wrong forum for that. Next time, please use the Price check forum and ask there what an item's worth and whether to merch it, salvage it or sell to a player.
