1. I'd recommend starting in PvE first, to learn the basics of energy management, get a feel for AoE effects etc. without getting shredded to pieces in 3 seconds.

2. Fire's a hard one to nail down, without knowing what skills are available... What campaign(-s) do you own?

If you want to start in PvP, don't go fire. Go Air.

Others would pick a different build, but I think the easiest starts

Elemental Attunement
Air Attunement
Aura of Restoration
Blinding Flash
Resurrection Signet

The idea is to keep two physical attackers (if there are that many) permanently blind by alternating Blinding Flashes between them. You'll also have the skill bar space and energy to do some damage.

Cast Elemental Attunement FIRST, Aura of Restoration last. That way, if an enchantment is stripped, it's the less valuable Aura. This is called using Aura as a "cover enchantment".

Have fun!

You can do just fine running fire in PVP. it owns spirit spammers like there's no tomorrow, and Mind Blast+Rod's keeps the target burning 24/7, while you spam incinerate/fireball/liquid fire everywhere else. Thats not bad on my book.
EDIT: I run glyph of sacrifice+meteor as a quick one-time interrupt/spike. GoS is excellent with meteor shower also, which can be used to protect a monk from melee among other things.
