For PvE, Water isn't exactly the strongest of lines... Snares simply aren't crucial, and the Water attribute is all about snares, with some utility and a little bit of damage thrown in.

That said, for a PvE water build...
I'd recommend something revolving around Shatterstone - the rest of the elites are far too niche for PvE use. Throw in a snare or two (I like Freezing Gust and Deep Freeze), and Maelstrom if it floats your boat, and your some of the way there towards an almost workable build

Yeah indeed, but mind you that fire=damage, and water=team help. Both are priceless though. If I would have a water ele for PvE I would certainly take [skill]maelstrom[/skill], it's even better caster shutdown then meteor shower. [skill]Deep freeze[/skill] for melee mobs is also pretty good imo. You bet it's easier to handle aggro if you snare the mob first before nuking them to shreds. The aggro is less likely to scatter that way. as for the elite I personally am a big fan of [skill]water trident[/skill], if theres a big HM monster chasing a struggling monk it saves lives.
