The hammer you posted is a Ram's Hammer which happens to be one of the least wanted skins (looks) there is.
Its not max. damage (Which is 19-35 for hammers)!
The req. is a rather high for an uninscribable item,- they go as low as 8 (7 for really rare ones).
The damage mod. +15%/-5e. is one of the least wanted. The most wanted being +15%^50% (+15% damage While health is above 50%).
I would salvage the Zealous mod - and if the hammer survives the +5 armor mod.
