Wiki says there is an elonian weapon crafter who makes prot staves with the yakslapper skin, but I can't find it. Does anyone know if this is correct? If so, where is it?

sry, but i think all the collectors/weapon crafters have the same skin. I think the only way you can get the yak slapper skin is by getting a yak slapper or farming/buying a staff with that skin.

IIRC, the staff skin doesn't drop anywhere... 
As far as I know... Only the unique Yakslapper, and a quest reward staff in Ascalon have that skin now... Though crafters *did* make it during the NF preview event.

I just checked the collectors I listed, they all give the triangle headed staff.

The Yakslapper staff skin drops from skales in Istan, along with things like Sickles, Medusa head curses focii, and Tribal axes.
As far as I know, there is only collectors with the palmette design.
