Does the armor bonus given by Scout's Insignia only count when you are actually in the process of activating a preparation, or does it count while you are under the effects of a preparation? The description for it seems slightly ambiguous.

while under is when it counts. Don't let your prep run out and you'll always have the bonus.

Friggin' SWEET. Since the AI will religiously keep its preparation up, my Ranger heroes can benefit big time as well! Happy happy joy joy!

Not much ... maybe it doesn't sound like a lot, but 10 AL bonus still reduces damage by almost 20% (or 1/5).

I've heard different.
Someone tested it on GWO a few weeks back while i was banned from here and it was discovered it only actually works when you are ACTIVATING the prep, not when its ACTIVE.
Course i'm yet to find out for myself if its true but i have no reason to believe otherwise.

Yeah i just tested it too 
I guess an extra 10 armour pretty much all the time is nice. I do have mostly Scouts on my Ranger heros, i might change it to Survivors. Personally i'll stick with my Druids.

Scout's insignia is awesome.
Compared to Stalwart/Wanderer (Monk)/Brawler's/Blessed/Tormentor's/Herald's/sentry's/Dreadnaught's (Warrior)/Forsaken (Dervish).
