thats not really a skill sorry give it some ranges and yea... still a water blind should not be this easy look at steam and that is still used this would need some drawbacks

Water Shard 10/1/10... same damage as Shard storm, instead of blind/slow, it affects a single foe with a blurred vision hex for the same duration as shard storms slow.

Just as AoE air spells get rejected, a powerful water blinding skill should be rejected.
Elements should stick to what they are designed to do. If you make one element too versitle then it will become dominant. If you make all of them versitle, then they each lose their uniqueness.
