Basic build design. Light on fire. Blind. Spread it around.

I never saw epidemic as being very good considering it's adjacent.

It's alright though, I would suggest bringing mark of rodgort and liquid flame instead of Immolate and Fireball though.

No energy management ftl. Needs fire attunement at the very least, and glyph of lesser energy is even better.

Immolate -> fire attunement
Fireball -> Mark of rodgort
Arcane Echo -> glyph of lesser energy

What is there to arcane echo? >_>
Immolate is not worth it if you have Searing Flames. Nice to epidemic it, but not really practical.
As for Steam--> epidemic:
Steam is useful, but you need a lot of water magic investment to get it to be as good as Blinding Flash.
You might want to add extra water magic skills besides steam, otherwise the attribute is more or less wasted. Deep freeze is a good choice to keep mobs in place while you SF them. Ice spikes is marginal, since it doesn't have the same AOE range as Deep freeze. If AOE scatter isn't a problem you can always bring Blurred Vision or Armor of Mist to help you with armor.

Regardless, running SF without Fire attunement will kill your energy. Glyph of Lesser energy helps, but isn't necessary.

As such:
Immolate --> Fire attunement
Arcane echo --> glyph of Lesser energy (if needed) or a water magic skill

I also wonder about Arcane Echo, none of your skills have a particularly long recharge, nor need to be echoed.

I'd say simplify this down to just the Searing Flames elementalist with the extra utility of being able to blind. Immolate and Fireball are pointless. You will be circulating through SF, GG, And Steam which leaves very little room for any other mildly spammable skills. Arcane echo is pointless here.

I'd say put GoLE in somewhere in there aswell as replacing Immolate and Fireball with Glyph of Sacrifice and Meteor Shower. Epidemic is really only going to be useful for blinding clumped groups of rangers or paragons. You'll rarely be able to blind more than one melee enemy unless there's a wall of minions blocking them or they are aggroed onto a tank (In which case theres not much point blinding them). The reason I'm going to say leave Epidemic in is because there really isn't anything else that does a better job in place of that other than Mark of Rodgort. The other option is go Monk secondary and take res chant for the instant res.

EDIT: Jesus I completely forgot about fire attunement!, Definately have that on your bar somewhere.
