Hey I was wondering if Soldier's Fury and Aggressive Refrain together give you 50% IAS? Also I was wondering if movement boosts also stack, say two skills that increase your running speed. thnx

No. They give you +33%, which is the cap. The same goes for speed boosts, unless the bonus is given by a single skill(dash, burning speed)
