You'll need one of you to have download the "Server" to run Teamspeak, and anyone else to have the Client program to join in. I can't remember if the one with the server needs the client or not, but it's a good idea to have it for joining on other servers.
A good way to get it set up with your buddy is to use a text message program (MSN or whatever) to communicate as needed while getting started.

Go to the website Darcy told you to go to, whoever has the better internet connect (i.e. Cable/DSL over Dial) to run the Server on his computer it will run in the background. Once you have that you both need to download the clients. Once there whoever is hosting the server gives you the ip address as well as port number to connect to. After that it should be ready to go.
