well as we all know GW:EN is the end of the gw expansions, but i do not believe that should stop anet from adding skills, so here is my solution
Core Skills
ok regular non-elite skills would be the easiest just add them to the core set and make them available in a number of places, like your guild hall, the end game skill places IE: ember light camp, harvest temple ect. and in Zaishen Hunting Range *read below for more info.*. this way everyone can get the new skills.
Zaishen Hunting Range
ok now new elite skills will be harder to put in, because you have to cap them. Well my idea is you add a new place to the pvp isles called Zaishen Hunting Range, this place would be where you go to cap the new elites.
How it would work is you would talk to the hunting warden, and he would ask what skill you are looking to cap. he would then teleport you to the hunting range. you will have to fight some monsters and such and then at the end of the range there is the boss with the skill you are looking for, you kill him and cap it that easy. none of the bosses would drop greens so they wont be farmed, they are just there to get you skills from.
i believe this would make it so anet could keep adding skills players suggest and keep the game fresh with no expansions. so please tell me what you think.

The amount of skills is inversely proportional to the amount of balance... so I'm gonna have to say no, unless they add a few more skill balancers because well, Izzy ain't doing a great job all by himself.

To be honest after GWEN, if they really did want to add some more skills, how about them adding skills for the new classes to the older games so all classes have close to the same amount of skills?
Another idea is some kurzick and luxon skills that can only be used in pve or canthan pvp areas when you have more skill points in that side than the other one.

they could add more skills to the new proffs via this, but they wont add new skills to old games cause as far as the old games are concerned those proffs dont exist.
and series thats bull, the amount of skills have nothing to do with balance, as long as the skills themselves are balanced.
