They only drop in UW, as far as I know anyway.

Hi there, the fastest way to find ghostly staffs is by chest running in the area designated on the map below, they come inscribable also. However running in there is not so simple you'll need to use a spell like Shadow form.

If you take the quest "Holding the Line" and head right as you leave from Gate of Fear, (or where-ever you get the quest from) you can chest run in that area and get ghostly staffs. I got a perfect req9 illusion one from chest running, so they definitely drop, there is also a small chance of getting a magmas sheild. All the items from the chests in that area are inscribable.
