Where to farm non max shields?

Basically I need ALOT of inscribabale tactics shields with 15 armor and req 7 tactics , any spots where these kind of shields might be dropping???

Dosent matter if they are gold, purple, blue... just need the shield

Those drops generally seem to be in the sections of the game where people have just reached lvl 20. I tend to get shields with that sortof armor rating and requirement in Factions around the Nahpui Quarter mission...so I guess Kourna would be your best bet in Elona.
