Make fireworks with matterials?

I was looking on the guild wiki and I saw that you could use spirit wood and tempered glass vials to make fireworks, but it did'nt say where you could make them. Any ideas or is it in those guild only areas?

but there's no reward for blowing off fireworks, and no reasonable use for them. So, basically, it would be a crafting material "sink"... don't see that being very popular...

Yeha, sykoone is right. You could only make them during that event.
