I'm working my way towards the Skill Hunter title, and I was wondering what is the hardest elite to capture?

hmm depend of your skill's lol.
but among the really weird to cap can be :
accoring to acces point and environement :
restore condition, greater conflagration,aura of the lich, panic,eviscerate,
according to boss it self difficulty : healer's boon,spirit ligh weapon, vengeful was khanei
according to both : caretaker's charge.
ofc if you have right setup its easy kill them all.but that's for a standart average player who often have problems and may have difficulties, so u be prepared.
but imo none is really impossible to do.wiki is your friend.

Given the right set of circumstances, none of them are hard. I've done most of my capping alone and only had a problem in a few areas.
The best thing to do is to go to wiki http://gw.gamewikis.org/wiki/Elite_skills_listand look around. It lists all elites and locations.

I found it's more challenging and takes the longest to cap in Prophecies. In most cases, I had the easiest time going out with heroes and henchies than I did going in PUGs.
Trying to cap the skills in Dragon's Lair in PUGs was especially trying because it seemed in most groups there were always the thoughtful players who would say "Wait until everyone who needs to has capped before moving on to the next room" and there was inevitably that one player who couldn't grasp the concept and would race to be the first through the portal, then when asked who went through the portal would say, "I did. That's a good thing, right?"
Would it be easier to cap Sandstorm from the Drought then? You just have to kill him before the droughtlings, and he's pretty easy to kill.

Non are "hard" but getting to the boss can be frustrating because like todhd said in Prophecies the bosses don't spawn in the same location all the time if at all. Also, todhd and anyone else wondering. To get [skill]searing flames[/skill] bring Norgu with a bunch of interrupts and [skill]migraine[/skill] or simply bring [skill]backfire[/skill] and watch him kill himself.
never got the ppl that say FoC is a pain to cap. takes just over an hour with a hero/hench team. yeah its a bit of a walk, but the mobs are easy pickings most of the way. and maw himself is a piece of cake. just make sure to start from the war camp. its a much shorter walk from there; you avoid a lot of snake dance.

Not spawning/hard to get to:
1.
The bosses in Abbadon's Mouth are 'hard' to get to. And if you finally arrive there, your specific boss did not spawn...not funny.
2.
Perdition Rock: the wandering boss (Maxi Coldstone and that Obs Flesh dude). It takes some time to see which one spawned, because they walk around. Luckily Maxi leaves spirits behind, so he is a tad faster to recognise. Still, time consuming.
I've done Prophecies and am now on my way to my Faction title (need a couple of Ele, full Sin and Rt).
Prophecies was harder, because some bosses don't always spawn on the same location.
The skills in NF and Faction can be harder to get because bosses do more damage, but then the bosses are on fixed locations.
Me being Me/X does help when shutting down bosses
I'm not sure if I agree with FoC, since the walk there is not that hard with the right team build (heroes ftw), it just takes some time. Start from War Camp.
The boss is always there.
I'd say the more difficult are the 'random' bosses in the last 3 missions and on Perdition Rock, since you might have to get to a point several times to get the cap.
