Here's a fun build I made incorporating some of the new Mesmer buffs:

Ether Feast: Drain -3E from foe, gain +39HP (max +117HP) per unit drained
Rez Chant: Rez ally from half-range with your HP, 7% energy -or- Frustration: For 20s enemy spells cast 50% slower, -50 per interrupt

I also bring an extra staff with dual 30HP mods (max +60HP) for kiting emergencies.

Under MoRecovery I can cast Clumsiness every 2.5s against physical enemies, or I can cast Power Return to interrupt casters (and Paragon Chants) every 2s, or I can mix them both against hybrid enemies who cast and attack.
As long as I cast AI->EB and AI-KB under MoRecovery, I never run out of energy (I usually snare a foe other than the one who gets Clumsiness spam). I can heal every 4s with the new fast casting Ether Feast (it's .6s to cast here, along with the other spells). I also rez in 3.6s with Rez Chant instead of the normal 5s, which is ready every 7.5s under MoRecovery.
A lot of fun to play that really hurts when an opponent tries to attack through Clumsiness. If they decide to wait you out, then they are no longer a major threat to your team. If you are interrupting a caster regularly with PR, their efficiency and impact are gimped as well.

Killing casters, the change i made was getting rid of one of the burdens in replacement for Frustration. And as a bonus frustration works with clumsiness, for that extra kick.

I also switched Frustration for Power Return, but then I was left twiddling my thumbs vs. casters.
