This skill would give players an edge against their old enemies and implements a cool story element reflecting back on the very beginning of the Guild Wars story.

I can see it now: A lone Elementalist tops a hill overlooking a Charr war camp, and shouts "Hey Furballs! THIS is how it's done!!!" and casts SC on the camp.

Anyways, technically my Canthan Mesmer can't remember the searing, but if the Searing Flames nerf counts, i suppose it could work.

While it's great, the effects are off. During and after the Searing, Ascalon went into a period of despair, with a few going insane due to the destruction and death. If you were to tell someone who survived it to remember all that, they wouldn't become emboldened to fight, they'd cower in the memories.
Except maybe the soldiers.
Then again, every player is a hero who survived and didn't waver in their courage to help people when everything looked like they would die before their time.
Lastly, not everyone is a Tyrian born character. There's some food for thought.

we can have~ 'For Master Togo!' for Canthans (All members gain 5 adrenaline and 10 energy [as an example])
and
we can have~ 'Kormir, Guide Us!' for Elonians (All members attack speed and casting speed increaded by 10% for 10 seconds)
Also i could see a requirement of Campaign Completion to be associated with the skills.
(note, the 'for Canthans' and 'for Elonians' sections only relate to reference, not skill performance and effects.)
