My suggestion is take all the skills (not already pve only) and make a copy of them. One copy would be pve only, the other pvp only. They would keep the same names but now they could be balanced much better to the area its used in. The mechanics of pve and pvp are just so different that balancing (or trying to balance) the skills end up ruining them for one or both.
The copies of each would be linked together so that unlocking the pve version in pve would unlock the pvp version for pvp. It would work the same the other way around, unlocking in pvp would still allow you to use tomes to get the pve version and use the pve version on heroes.
I think this is the best way of opening up more builds and more interesting and fun builds for both pvp and pve.

Really, as much as its annoying when PvP nerfs the crap out of some skills for PvE, it at least stops things getting old.

I'd rather they be separate instead of modifiers. I think it would be easier. Less cluttered skill descriptions. Easier to change the energy cost, cast and duration than adding things to it.
Another side effect of this *could* be that the pvp only skills unlocked on your account be available to pve characters when entering a pvp area.
PvE would get lots more buffs from this than nerfs. Much of the memser and assassin line to start.

GW supports PvE-only skills since Nightfall, how about converting all the existing "questionable" skills into PvE-only skills (ie. can't use them in pvp)?
Then, those skills can maintain whatever their last remaining effectiveness in PvE without having to worry about them affecting PvP balance anymore?
Subsequently, all new skills can be created to be PvE-only by default, only when it is deemed "ok" then it can be promoted into a PvP-able general purpose skill that can be used in both PvE and PvP?
