I just posted this already, but it seems o have vanished into thin air, so here I go again:
Take 2 characters, let's say 2 starting dervishes: 1 PvP, 1 PvE. Let the PvP one gain 1k faction and unlock a higher ended skill, lets say Mystic Regeneration. then go to the PvE Dervish. earn 500 gold, buy a skill tome, BOOM; a lv 1 character has Mystic regeneration without ever even creating a character able to merely REACh the mouth of torment!
The above can be done in less than an hour, but is this really how it works? For the harder to get elite skills (although way more expensive) this could work too, right?
