Introduction:
In my attempts to find a replacement for Throw Dirt that was both spammable and ranged I stumbled upon Steam.

- Distracting Shot (Expertise) <-- d-shot for the interrupt
- Burning Arrow [Elite] (Marksmanship) <-- burn, +27 damage
- Read the Wind (Marksmanship) <-- speed up the arrows
- Screaming Shot (Marksmanship) <-- bleed, +23 damage
- Pin Down (Marksmanship) <-- snare
- Steam (Water Magic) <-- blind the burning foes
- Frigid Armor (Water Magic) <-- 100 armor to elemental, now 100 armor to physical too
- Sunspear Rebirth Signet ()

Sideboard:
- Savage Shot (Marksmanship) instead of Distracting shot for more spell caster hurt, but less shutdown
- Needling Shot (Marksmanship) instead of Pin down, good for high armor targets
- Determined Shot (Marksmanship) instead of Pin Down, to recharge Burning Arrow if blinded/under a miss chance hex

Thrown out:
- Armor of Mist (Water Magic) , 10 energy and non-upkeep-able

Build Execution:
- Read the wind cuts arrow flight time
- Burning Arrow --> Steam for burning and blind.
- Screaming Shot to cover blind
- Pin Down to snare targets
- Frigid armor if melee/physicals are hitting you with spears and whatnot

Personally I'd only ever run apply poison with burning arrow, that way you can just plink again for a cover condition.
Another way to accomplish this would be to bring a water ele with steam and you just bring barrage/mark/fiery bow or conjure flame, but in that case, why not just bring a blind bot?
Never much cared for frigid armor, but there are instances where it's useful.

The problem with apply poison is you need to drop points into Wilderness, and there aren't very many left.

Another thing is, nobody uses Air/Water eles in PvE for the most part.
