I checked wiki, it doesn't say. I think they do, if you keep them long enough. My PvP only mule is 10 months old, so I can tell you for sure in 2 months.
And wiki doesn't specify RP only characters for bday presents, so I really think they do get em, just most people delete them. At least - before the change to the way PvP characters are made.
