Could someone tell me if a: Deadly Cesta (gold), req. 9 death magic, 11-22 cold damage, halves skill recharge of spells(chance 10%) is worth anything. And if so how much

I'm assuming it's not inscribable meaning its permanently single modded so it should be merched.
