Bug or Hack?

I played a bit of Fort Aspenwood to farm some faction, but stopped soon when the leeching problem is getting out of hand.
Anyway I noticed something strange about one of the leechers.
She is a R20 Ranger, a PvP character without a secondary, using Sprint, a Warrior Skill.
She activates it at regular intervals, so obviously a bot/macro user.
So is this a GW bug?

Are you sure she's a PvP character?
Maybe she's a PvE ranger who left Elona before picking a secondary. 'Sprint' is one of the skills you can take in Churrhir Fields as part of the secondary profession training.

Um didnt you listen LVL 20! Quests like that are limited to elonian low level chars only. That right there is a bot string command line. Continously looping in concession. Learn the programming first. ArenaNet won't do anything about the bots...oh well.

Getting secondary requires questing, so powerleveling a character makes much more sense.
And yes, it's perfectly possible to have a level 20 PvE without secondary, even more, they can use any secondary skills they want (from the choices available while starting)

This might be pushing it a bit..... but if she is LEECHING at Fort Aspenwood.... then why is the player sticking around to activate Sprint at regular intervals? Surely the whole point of leeching there is that you don't have to be at the keyboard?

Or i can have a macro program hit a button at certain intervals to avoid possible afk detection?

I didn't think you could get that far in the story if you didn't have a secondary, even with that bug which occurred.
Am i right?

It used to be possible to go to Lion's Arch and Kaineng with an Elonan character whenever you wanted, using "taxis" and whatever. I don't know if it's still possible, but a guildie of mine has done it in the past, so I'm 100% sure it was/is possible.
A level 20 Ranger/(no secondary) with Sprint would be easy that way: make a ranger in Elona, level up to 5, take the quest to get a secondary profession, talk to the warrior trainers in Churrhir, take their skills but DON'T take the quest reward.
Then, leave for another continent and level up to 20.
Result: a PvE "R20" with Sprint.

From the party window it seems as if there's an E with no secondary either (in the screenshot).

As it has been pointed out you COULD get out of Elona and into Factions/Prophesies without a secondary profession from Nightfall. You can do this and have some skills from a secondary profession you are "previewing". I know, I have a lvl20 Warrior about to beat Prophesies that I did it with for fun. You will often find him using skills like Remove Hex and Ressurect because they are on my bar from previewing secondarys.

I think Gli definitely has the most logical explanation thus far. The reason I doubt that it's a hack is if the player could hack, why would they hack to get a skill that's tied to the primary attribute of another profession? I also wonder why they have it if Gil's idea is right, but I guess if you're a leech then it doesn't really matter what you put on your bar.

AM I the only one that thinks with 28 seconds to start it could be someone hitting sprint? I often spam cheap ass askills before any kinda of match, same as you chat or do emotes

I think the botters did this to prevent partymembers from seeing completely inactive partymembers, identifying them as leachers and leaving. Very easy to spot
A very simple way to prevent partymembers from identifying you, leaving and causing your party to loose is to use some skills in the hope that most people see them as active (many party members activate skills before the countdown started, for fun or whatever) and cause them to stay
If your partymembers stay, kill oppising party members and perhaps even win you can leach more faction
