Rationale:
The problem with Vow of Silence is that you cannot cast spells. Most skills from the Dervish line for defense come in the form of spells. That means you cannot heal yourself.
Not all damage comes from spells, which is why you need a heal since your healers' spells cannot target you as well. This is a minor quirk with dire consequences.
Chorus of Restoration is easily spammable when you hit multiple targets and it counts itself as a chant so it can be chained to great effectiveness on a multi-target attacker.
Nonspell skills can still hit a target under Vow of silence and give you blind/burn/poison/weakness/ etc so that is why there is remedy signet.
If there was no +25 armor cap, then Bladeturn Refrain and Stand Your ground might have be considered. o well.

Looks fairly sound, never used a D/P before but i'm thinking a build like that could work better as a P/D, anyway i'm gunna try it i'll get back to you when i've done it and tested it.

With free condition removal, it should be a crime to not use Wearying Strike
It's easily the most powerful scythe attack (even more than Reaper's Sweep since it's deep wound is conditional). Keep in mind that if the target has at least 500hp, it'd take away at least 33+hp (bonus damage) and 100hp (deep wound).
I wouldn't use VoS in pve cause the monk thing. If you're solo'ing somethin then it's fine. For pvp, I use Crippling Sweep on casters and keep up VoS....then you have them all to yourself. At that point, they usually try and kite (even though they're crippled) and them fleeing = crit hits, and those hurt on a scythe.

Try tossing GftE! on there for boosted healing and damage with Chorus and scythe attacks for adrenaline?
