The tournaments are still bugged, and new bug appeared as they wanted to make some changes like adding Single Elimination rounds. The ratings displayed = the order in which the guilds we're ranked in the ladder when they entered the tournament. And they remain the same for all the tournament, which looks very confusing (this is a new bug added yesterday)
Also, the old problem with pairings in certain rounds depening heavily on guilds ladder rating hasn't been removed.
According to the official Guild Wars $100,000 Tournament Series Rules

While the first part is true, the second is not. the current system for pairings for rounds 2 and further is not random at all. Instead it matches guilds with the closest possible rank in the tournament, this includes all the tiebreakers. In round 2 and often in round 3 most of the guilds have equal opponent match win percentage tiebreaker, so the guilds' rank on the ladder determines
their tournament rank at this time. The problem is that the pairing
system simply matches guilds with their next closest ranked opponent.
