I've done a search on guru and google for this with no luck. Does anyone know how to create a guild with a japanese guild tag without having a japanese person do it for you?

Actually you can. You just need a program or something that will create them and then you copy and then paste in gw. I googled "creating chinese symbols and got this http://www.mandarintools.com/cintro.html

Foreign characters don't work in American or European districts. I've already tried copy and paste.

You need to get someone to create a guild for you, it is the only way.
