An idea that I have been vocal about and also very fond of is:
Balance is needed for PvP.
Try to balance the PvP setting first - as it should have been done with the bloody armour cap - by adding PvP rules.
IF it is impossible to balance the game that way - balance the skills SINCE skills are being used by both sides of the game - PvP and PvE.
And if skills get balanced - balance PvE FOR THE NEW SKILLS!
So why the heck does this happen?
As you can see - my lovely warrior got hit by Debilitating Shot and lost 1 point of energy.
And based on wiki - that means that the lovely Redwood Shepherd has a 0 in Marksmanship!
Most of us will remember that Debilitating Shot used to be an unlinked skill - then it got moved to Marksmanship and then somebody out there forgot that there were actually foes using this skill!
Yes - I am aware that this isn't a big deal. Its actually quite positive since instead of losing those 10ish energy I lost only 1!
But now - lets think of the Factions ritu hench who is still spamming that shelter! Or the ritu bosses (or normal foes for that matter) with their lovely 16+ attribute points in little something called channeling AFTER the buff to it!
That's where the real problem starts!
So - the lovely A.net - either make your balance team do the job right (that means by looking at the impact of a balance on BOTH sides of the game!) OR just stop trashing the game with half-baked ideas!
PvE balance? Yeah right!

Don't worry; on hard mode it's -13 energy from their imba 20 marksmanship.
There are a number of enemies like that throughout the game where they have a skill with a 0 spec. Even before skill balances and what not, for just some reason they decided to give enemies skills that they weren't specced in.

Sure, all these suggestions of "Remove PvP" or "Separate them" are fine and dandy, but they are also HUGE changes to the game. So they won't happen. Ever. But for arguments sake, my opinion:
Remove PvE. Why? I love to see people cry. Example? Soul Reaping. Seeing people cry makes me happy, so Soul Reaping was a good one. Removing PvE would solve many of the problems with PvP, as the devs would be able to properly devote the time that is needed to fix PvP. It would also cause a lot of crying. Which is also good.
Also, if you take that seriously, you are stupid. Really really stupid.

Crying is always a plus. But believe it or not, there's actually merit in what you're saying.
