Introduction
Axes don't have access to an easy cripple. The only way you can get cripple is Dismember/Eviscerate -->Axe Rake.

Warrior/Paragon
Level: 20

Strength: 9 (8+1)
Axe Mastery: 16 (12+4)
Tactics: 3 (2+1)
Command: 10

- Enraging Charge (Strength) <-- to power Crippling Anthem
- Crippling Anthem [Elite] (Command)
- Whirlwind Attack (Sunspear Skill) <-- Alternate this with cyclone axe
- Cyclone Axe (Axe Mastery)
- Dismember (Axe Mastery) <-- deep wound
- Anthem of Envy (Command) <-- extra +20 damage on cyclone/whirlwind to make them "Executioner's Strike" on foes >50% HP
- Lion's Comfort (Strength) <-- heal
- Sunspear Rebirth Signet () <-- res

Thoughts
-Cripshot is better in terms of getting crippled applied, but if there is a ranger in the team using called shot, this basically IS cripshot...but longer
-You're all Alone cannot be maintained 100% of the time, only one target, conditional
-Hidden Caltrops has 8 cooldown, so that is debatable
-Caltrops is an alternative, although there is 20 cooldown
-Grenth's Grasp requires a cold weapon + enchantment
-Harrier's Grasp cannot be upkept

Basically the opposite of "Charge!", since it is a snare for all party members...

Tactics Edition
Warrior/Paragon
Level: 20

Strength: 3 (2+1)
Axe Mastery: 16 (12+4)
Tactics: 9 (8+1)
Command: 10

- "To The Limit!" (Tactics) <-- gain up to 4 adrenaline
- Crippling Anthem [Elite] (Command)
- Whirlwind Attack (Sunspear Skill)
- Cyclone Axe (Axe Mastery)
- Dismember (Axe Mastery)
- Anthem of Envy (Command)
- Remedy Signet (Paragon Other)
- Sunspear Rebirth Signet ()

Considerations:
- Soldier's Strike (Tactics) --> unblockable under anthems
- Executioner's Strike (Axe Mastery) --> +42 and +20 from anthem of envy = 62 armor ignoring on top of the base damage
- Distracting Blow (Warrior other) --> +20 on all interrupted foes...
- Healing Signet (Tactics) instead of Remedy Signet, keeping in mind you don't have an armor buff so it might hurt when you use it
