Idea for Elite spell: Freezing heart (water magic)

for some reason i came up with the idea that if you could freeze water vapor from the air-why can't you freeze the water inside the enemy? thus this skill came to mind:

Freezing heart: Eng:15 Cast:2 Recharge:45
Cast Freezing Heart on selected target foe. for (##.....##)seconds target foe has 0 health regeneration/degeneration constant. That foe also gains no health from healing while under the effects of this hex. When Freezing heart ends target foe is healed for (##.....##). (attr. water magic)

i reckon the first (##..##) will be something like 5-30 (going up to rank 15?)
and the second will be 200-80 (same rank)

so what would people think?-all criticism welcome

so if I read this correct, basically you make it impossible to heal this guy?
if so, that's a pretty bad idea.

What kind of hex spell freezes a foe? Lose the healing party imo...I hate all these lame conditions with spells...

"Attack foe for 50 fire damage...btw you get -10 health degenaration for 60 minutes if use this spell...but I wouldn't worry about that!"

Anyways I like the idea if freezing the water in a foe...but you should leave the rest to the experts if this does get accepted or something.

How about:

Freeze: Eng:15 Cast:2 Recharge:45
Elite Hex. For 3-10 seconds target foe cannot move and all effects pertaining to health regeneration/degeneration are nullified. Target foe gains +40 armor during this time.

It'd have to be elite, because it completely disables a player and still allows them to take damage (unlike other spells like pacifism which ends once they take damage). Even like this it's probably overpowered.

Love the name but the concept needs work. Why not something like health degen then damage when it ends.
