First Time Posting need help

So I recently picked up this shield: Skull Shield, +30 Health Always (seriously always, some people don't beleive it, they think it's hp^50%) max defence and required 9 - can anyone PC it for me?

1-2k or merchant if it's tyrian and salvage the +30hp if its inscribable. The people that can't believe its +30hp always must be below level5...
