if some 1 says thell power lvl u for like 1k does that mean u have to give them ur email and password cuz im looking n 2 it and if thats how it is then ill just lvl up myself

that's not what happens. You generally get run to a high level area like augury rock or droknars and then party with your leveller. They should be able to solo the mobs and you will get half the exp which will be a lot for your level. You then pay them before or after.

Never give out your password and email.

You give that info to them if you are paying real money for it, for in game money though they just take you out, most likely to griffons or trolls outside of droks to get you experience. If I see people offerning to pay 1k per level and they already have scrolls then I usually take them with me on my farming run and they just have to give me all the drops and all the gold they got from the run. From level 1-15 I do it for 1k per level, anything over level 15 is 2k, and you must have scrolls so it will go a lot faster.

well i no they sell good scrolls at the amoon oasis and ive been ther with a runner... do i just get scrool from there??

You can get XP scrolls from any of the Major cities (Lion's Arch, Droknar's, Amnoon, etc...) from the rare scroll trader.

Keep in mind that to actually gain the xp you must somehow interact with the powerleveler and/or farmed monsters.

I have a Monk, and I solo Griffons and Minotaurs when I'm in the mood, and have been considering starting a powerleveling service. What would you suggest is a good way for the one being leveled to "interact"? Reason asking is I don't really want them interfering in anyway with aggro'ing monsters etc.

It's been a while since I've even played, so my word may not be the best, but I believe if a person casts a support skill on you while you're attacking, they get the full benefit from the monsters you're fighting.

I'll probably have to test this to be sure, though

Edit: apparently the following grants you xp from enemies:
  • Using any skill within the aggro circle
  • Casting on a person fighting the enemy
  • Fighting the enemy directly
  • Attacking an enemy then running

Whichever works best for the player's style, I suppose

I ditto that. I helped my friend lvl and as long as he was within my "view" (or whatever you call the circle on the compass that's around me) he got the exp. Or I suppose saying within the view of the monster is more correct, but you get my point :P

My experience is that you have to 'interact'. Maybe have them cast a maintained enchant on you.

Las and I were testing this earlier... you have to do something, even if it's just Smite Hexing yourself even though you aren't hexed.
