Moebius Strike bugged?

I've been using Moebius Strike lately on my Assassin and every so often I've been experiencing something rather odd. Most of the time it works fine, but occassionally when Moebius Strike hits an enemy below 50% health it does not seem to refresh my other attack skills like it should.
Sometimes it doesn't refresh any at all, which I guess you could explain by saying maybe the enemy wasn't really below 50%. But other times it will refresh some of my attack skills, but leave others unrefreshed.
Has anyone else experienced anything weird like this when using Moebius strike?

Sometimes the target gets a small heal just before moebius strike lands, and you get the illusion you've been cheated.
But I've never seen a partial refresh of attack skills.
Just a trick: change your interface so that target's health bar is bigger, this way it is going to be easier to judge if it's below 50% or not.

No. Do what I do, and drag those little buttons out from the menu(like open map, etc), and line up one of the sides with exactly 50% on the target screen (use infuse to gauge this).
I have my interface set up so that I have 50% markers on my own health and target health, an 80% marker on target and my own, and I use the experience bar vertical to mark 80% for the whole party. Makes using stuff like final, moebius, ZB, and LoD so much easier.

I've noticed this too - Usually the target is not far under 50% - I suspect it has to do with communication between client and server. Kind of like the times the game tells me that "Jade Brotherhood Mesmer drops a wand" when I haven't even finished killing him yet. It may be the server is slightly behind your computer in recording damage to the target and still thinks the target is over 50% or vice versa.

I'm guessing it's an illusion created by the addition of that new x on the right of the bar.
Incidentally, some of the mods that have been made recently for example quartz include 50% (and 80%) health markers.

I see this bug happen quite often while soloing skree harpy monk healers. They're well below 50% life but moebius still doesn't reset any attack skills. I reported this to ANET with screenshots included... they never bothered replying...

hahahah! I only use it to repeat my quick self-recharge chain... but if it refreshes against >50% health enemies... I could use longer recharge skills... TYSM!!!

Its most likely a lag issue, But ive noticed it does happen pretty often When they are around 40%. Im betting its letency because Ive seen it Not recharge skills when its even around 30%, but only during times of heavy lag.

I think xaleo21 was saying that he didn't actually know Moebius refreshes all attack skills.
How you could have gotten the skill without realizing that, I'm not quite sure. I guess people don't like to read.
