I'm confused. I purchase an elite skill "Glimmer of Light" and it now shows that it's been unlocked. So I go to my local skills merchant to get it only for it not to show as a selection to purchase.
It is available in my PvP player but not for my Role playing Monk.
Can anyone tell me what I"m doing wrong?

Purchased elite skills are only available for PVP - though they are unlocked for PVE
What that means is that you will either have to capture that skill from a boss in PVE or you can use an elite tomb from the appropriate profession to put that skill on your PvE character. You will also have to do this for each character you want to have that skill.
However, all your heroes on your account should have access to that skill already since it is unlocked - so, even though your character can't use it yet, you could get the functionality of it by assigning it to a heroe.

Elite skills cannot be purchased at ANY skill trainer for a PvE character. You have to buy a Signet of Capture and then go find and kill the boss that has the elite you want (with the character you want the elite on). Once the boss is dead, use the Signet of Capture and select the skill you want (obviously the elite, but you can also select a non-elite if you wish). The Signet of Capture will then become the elite skill permanently.

After you use Sig of Cap to gain the elite skill; if you later un-equip that elite skill for different skills you already own... do you have to Capture that elite skill again? Or do you have it permanently unlocked after the first time you unlock it?

Once you capture an elite skill it is available to the character that unlocked it and to the heroes on the entire account.

No. Once a PvE character has the elite skill, it stays in their list. You can have more than one elite skill on your bar when you cap skills, but once you return to a town/outpost, all but one with become empty slots. Don't worry, you haven't lost it. You can only equip one at a time when not capping.
