How to change a Guild Allegiance?

So I want to change to another Alliance with my Guild, problem is, we are Luxon, and they are Kurzick, so we decided to change to Kurzick but I can't find the option anywhere in House Zu Heltzer.
Whats happening? Im quite sure a NPC there allowed us to change to Kurzicks and vice-versa.

First you need to resign from your current Alliance.
Then you need to give 500g to the Kurzick Ambassador in HzH.
