Unknown Weapons - Not Even on Wiki!

I was watching a GvG Battle when I found a monk with these..

PvP players now for some reason have a right to skins that the PvE community don't have

lol, np. it was actually difficult to find. I did it by looking up the name of the NPC that offers the rewards (Tolkano). I couldn't find it by navigating alone.
