Framerate problems

I've been having this problem for awhile, around a week. A way to fix it OR just an explanation would help!
Okay, well I start up Guild wars, just as I usually would, but the framerate goes no higher than 20.
I've tried fixing it by:
-Using contig to defrag from 3772 or so files to 4, and it wouldn't defrag it anymore.
-Reinstalling, and uninstalling THEN Reinstalling.
-Decompressing the files with the -image thing, I don't know why I thought that would fix it, I just needed something to do
-Updating my graphics driver, but it turned out I already had the newest I could find
-Leaving it up to finish the so called "Background download"

None of these worked
Any help would be appreciated

Specs would be good. Also, if you press CTRL-ALT-DEL and click on the "Processes" tab, see if there are any processes besides the "System Idle Process" that are using CPU cycles or a large amount of memory. You could be looking ad a malware problem. It could also be something such as your CPU clocking itself down because it's getting too hot.

I haven't really checked for specs before, so I'll type all the ones I can find:
Graphics driver: NVIDIA GeForce FX 5200
2.39GHz, 512mb of RAM
Microsoft Windows XP
Home edition
Version 2002
Service pack 2

That's all I can find, if theres any other specs you need to know, please tell me how to find them :P
And there aren't any processes besides System Idle Process that use any large amounts of CPU or Mem. But System idle process itself is using whatever CPU the other processes aren't, but that's normal isn't it?

Use dxdiag in RUN so that it can show all the specs in your computer.

Scan your computer for ad/mal-ware and viruses. Clean your GPU, CPU fans to allow better air flow. Too much dust in your computer will cause your GPU to run slower as heat are trapped within.

Nevermind, I'm guessing this is the same problem as everyone else is getting.
I'm having high pings about 10k+ too.
But, if you think it's something different, here's my specs:

If you're having really high pings then that really won't help & if they're suddenly changed it points to a netwrok / internet problem. What were your framerates like before they went downhill? Also, have you installed many windows XP updates recently? If you have, try rolling back to a checkpoint prior to the problems and see if things improve. If they do, install xp updates one at a time until you find one that causes the problem. No promises, but its a possibility if nothing else is working.

Okay, I'm back.
Yes I've tried lowering my settings, it made no difference.
I have also discovered this is not the problem everybody else is having, it seems that it isn't a framerate or lag problem, but a problem with something on my computer, the exact same thing happens with another mmorpg called Rappelz, another called Space Cowboy, and occasionally but nowhere near as bad (I don't even know if it has this problem), is Dungeon Runners.
Another thing I forgot to mention is sometimes the graphics seem distorted too, on Guild Wars, aswell as the contant freezing, certain groups of colours go strange, like sometimes the notices part of the login screen, or parts of the login screen background. On Space Cowboy some menus go strange, on Rappelz the whole screen seems to implode, meaning most colours go strange, fragments of the screen change colour to blueish or black, sometimes grey, bits of the screen are cut up and moved around instead of the loading screen, kind of like a collage
And on dungeon runners it just freezes, but hardly ever.

Also, by strange in colours I mean kinda pixelated and grainy.
And another thing, when the game freezes, on Rappelz, Space Cowboy, and Guild wars, about halfway through the freezing period the music loops, and on Dungeon Runners it stops until the freezing stops. Please help me, I can only play dungeon runners right now!

Maybe your graphics card is on it's way to silicon heaven?

Try turning off "wait for vertical sync" on the options->graphics and see if that alters things.

Turning off wait for vertical sync made no difference, and I used dxdiag to check my graphics card and it said it was fine...
