Take into consideration that the damage output also has to deal with armor rating of what you're hitting. The damage on the item is assuming you have a 12 in the skill, but it's also assuming...what is it, armor 60? Alot of things have higher armor than that. There's a nice calculator for actual damage vs. armor. I'll have to look up the link.

Also bear in mind that even at that level you've got the same odds of rolling high as rolling low...the range is just a bit different.

Also some enermies have a high armor vs ele dmg, such as ranger. Your Icy sword won't do as much dmg to them. It's a good idea to have more than 1 set of different weapon dmg, to switch in and out. 20-30 dmg aint so bad for a default attack, your real dmg come from your attack sklills anyway.

If you're a warrior one of your greatest assets is your Adrenal skills. If you're using Swordsdamship may I suggest attack skills such as Sever Artery > Gash > Silverwing Slash > Dragon Slash. Whack 'em for a bit and build up adrenaline then unleash your fury by pumping out those skills. The skills which do bonus damage is what you want to be pumping out, not just standing there slashing away.

If you look at the sword damage it's 15-22, so I think I'm right in suggesting that with enough points in Swordsmanship you will be hitting within that range, but when you critical you will hit for more, hence the 30s you occaisionally see I guess.

Etta is correct in mentioning that the damage isn't slashing damage, it's cold damage. Cold damage is elemental and monsters (particularly rangers) can have a high level of armor against elemental damage.

Also for more damage try a secondary ele and conjure frost
I use the firey version with my FDS and it deals extra 19 damage every hit

Try Enraging Charge, "For Great Justice!", Barbarous Slice, Galrath Slash, Dragon Slash - at 15 Swordsmanship and around 10 Strength you'll be able to spam hits dealing 50-60s.

Also, consider the position of your enemies.
If in PvP, get your team to "gank" the person your are hacking at... More likely than not they will be all "Run away! Run away!" This is when the real damage comes out, on fleeing foes. I have 14 axe mastery and hit in the 20's regulaly, on a fleeing foe however, its 63. 63 every freaking time!!!

The weapon basic damage is 15-22, so if you're hitting 20-30 with 15 swordsmanship, I'd say you're doing normally. Different targets have different armor, so you aren't going to do as much damage on higher armored targets (warriors, rangers, paragons and casters with armor boosting skills). Also, take note that skills add damage to the basic damage - so try out different combinations. I've fancied this kind of set-up in PvE:

standing slash - dragon slash - silverwing slash - flail - enraging charge - for great justice!

Once you get your adrenaline train running, you'll get the high damage attacks off constantly.

15-22 (31 for critical)
+20%
+15%
+11% (from attribute over 12, specifically at 15)

So without any skills you should do 21.9 to 32.12 (45.26 for a critical) which is consistent with your observations based upon a ~60 armor level vs. Cold damage target every 1.33 seconds.

Now while this is a possible 34.03 DPS for NO energy/adrenaline (powerful in itself) the true power of a Warrior comes in with the Adrenaline skills (and to a lesser degree the energy skills) which can essentially double the DPS (no even including IAS.)

So in summary, you are doing just fine, as everyone else said, add skills to your list.

Also important in PvE is that monster lvl counts for a lot. You'll do less damage against a lvl 24-30 enemy than a lvl 20 one. Your attack skills that say +X dmg will always do that extra X amount of damage regardless of enemy lvl though, so like everyone has already pointed out, those are how you can pour out some serious damage in short bursts.
