PC on Strange? Sephis Axe plz :)

I found a sephis axe some hours ago and for me it's strange, I've never seen these stats before
Is this a common drop? because I stopped playing the game for 1 months, maybe an update..

The damage with health/energy degen stats aren't very common, no, but not particularly wanted either. This one isn't even max, only 14%, so I say salvage the enchanting mod and merchant the axe if it survives, even r10 sephis don't go for much these days unlesss 15^50.

Get more opinions, though.

I agree with Articubone, salvage the 20%ench and sell for 7-10k, if axe remains just merch it.
