Cleave vs. Eviscerate has been debated to death, and Triple Chop sees a lot of action in farming situations. Heck, there's even a Decapitate build posted on PvXwiki. Is there any love out there for Whirling Axe?
I'm going out on a limb to assume that the answer is no. Perhaps a better question: what should the skill look like in order to compete for space on your skillbar?
Does anyone ever use Whirling Axe?

Triple Chop is good even when not farming aswell, I prefer it over Eviscerate most times. Anyway, Whirling Axe is the Hundred Blades of the Axe line. It drains adrenaline from other skills, has a nasty downside if blocked, has a lousy damage boost, and just doesn't compare to the effects of other Axe attacks. Its not good enough for a spike and not good enough for pressure, i.e crap.
Just for other peoples reference;

Well, the only time I've *EVER* used Whirling Axe was in a couple of Kournan missions...
1)It's low adrenaline cost means that 'lose all adrenaline' clauses don't hurt too much... I was packing Wild Blow to use on the Kournan archers.
2) Them same archers lay down Infuriating Heat... Whirling Axe on every attack is fun.
Now... if they bumped up its adrenaline cost by a strike or two, removed the horrid 'disabled' clause... and have it cause a condition on hit (Bleeding is weak... Cripple on 3a/4a would be broken... Weakness, perhaps?) then I might consider using it.

Huh, I think I used it once in an old spider farming build in the Fissure, though I don't use it ever since "WY" no longer stacked with Phys Resistance, and when shards went below 2k.. -.-
Kaida the Heartless
Elite Axe Attack. Whirling Axe strikes target foe 2 times for +1-12 damage each hit. (based on a 1-12 scale)
Works better with conjures/buffs, doesn't drain adrenaline, no crappy block downside.

It's simply an adrenaline sink. It's bad under any circumstances except I'd say the one mentioned above

though I wouldn't take wildblow for those archers anyway. Using it with mark of/dark fury or infuriating heat is even worse than using it without relative to other attack skills.

i use it in low level area's, mainly cause you don't need deep wound to kill lvl10 foes :P it's a moderate, fast rechargable damage boost, nice for many weak enemies, but pretty crap everywhere else :P
The Mad Man
mark of fury makes for an easy way to make it spammable. use warrior's cunning to avoid blocking. It still will be inferior to other elites, and I wouldn't use it over any build, but it's a use.

I use it on Shiro with wild blow, and against Kournans, also with Wild Blow.
I also took it to FoW spider farming because it kills faster than Cleave, and I am bad at balling foes for Triple Chop.
