Buying Your Junks for Heros

Hi, I have 8 pve characters each with all the Heros, only about a quarter of them are properly equipted. I want all of my heros to be equipted.

List: (green)
Woe Spreader
any 15e 5e^50 30hp green staff (i.e. Mindclouder)

any cheap staff with high energy and health, i don't care about req as long as it's max

Runes:
Runes of major vigor ( I need a lot of these, 1 per hero)
Runes of vitae
Rune of Attunement
Minor divine favor
Minor soulreaping
Minor energy storage
Minor Strength
Minor Tactic

Inscriptions:
Radiant
Survivor

Weapons:
fortitude mod(scythe, shields, spears, axe): 24-28hp I don't want 29hp or 30hp

Shields:
all paragon shields, i don't care it's blue, purple, or gold, as long as max and cheap
