poor texture quality on armour

it's wierd, i've got my graphics set for maximum on everything, and the game looks beautiful, but some armour i come across has very poor quality textures. like this one for example,

is this the normal texture quality for some armours or is there something wrong with my settings?

Your armor always appears in high res. When in town though, others' armors appear lower-res to save on bandwidth/lag. Out of town, in instances, your party's armor is all high-res.
