Not too sure if this is the right place for this question but here goes.
Is the hall of monuments going to be shared between all characters on an account or does each character have its own hall of monuments?
Is Hall of Monuments per char or per account?

No one knows for sure if the HoM will be account or character based, but my guess would be account based since there are account based titles out there. We'll know for sure on on 8/31.

I'd love for Gaile to clear this up, as I have two characters with very different titles maxed, and would love both sets of achievements to be kept in the Hall. One has 11 titles maxed, but not survivor, while the other has survivor, and only 3 others maxed. the former also has been progressing the treasure hunter, wisdom, drunkard and sweettooth while the later hasn't

the answer to that i think is each character will get their own hall...but as stated above we will know for sure on 8/31.

I'm a little confused about this too.. particularly because I felt almost 'forced' to buy two accounts 'way back' (before you could buy more char. slots) to accommodate my lust for having one character of each class.. (yes, it's a choice, but you know..).
I do hope that I can revert to just the one account, and still get the benefits of everything I've done in GW. Not that I have hundreds of titles or anything! Lol!

I suspect that the Hall of Monuments will be account based, with one monument per character inside it. I believe that the promos said something about choosing which character you could inherit things from, which indicated that to me.

Perhaps I am wrong, but I think it will be account based. ANet has provided a few clues to this in that a few months ago we were asked to name our accounts. At the time it was understood that this would be related to Guild Wars II as well as the Automated Toury system. Am I wrong?

I'd say that it was probably character based as the hall of monuments carries stuff through to gw2 for you based on characters achievements when you make a character in gw 2. For example my character is Tylos Angelheart if i were to link a character to her in the futer of GW2 surely it would make sense to inherit her Achievements other than my warriors?

Account naming is just related to the automated tourny system (which is in place atm).
I believe (as a few others do) that it will be a little bit of both.
